CNN —The allision between the container ship MV Dali and the Francis Scott Key Bridge in Baltimore on Tuesday has prompted numerous questions — not only about how this tragedy occurred, but also about our global shipping processes. This marked the start of a campaign by the Houthis, in support of Hamas in their attack on Israel, against global shipping transiting the Red Sea, Bab-el-Mandeb and the Gulf of Aden. Now, two years later, Baltimore is closed with remains of the Key Bridge athwart the main shipping channel. No one agency has oversight of or coordinates global shipping or ports in the US. There is also no overall maritime strategy for the nation, although the US Department of Transportation, Maritime Administration has been tasked to develop one.

These events all happened within the first three months of this year – and all after collisions with large commercial ships. And a month earlier, a large cargo ship collided with the Zárate–Brazo Largo Bridges crossing the Prana River in Argentina, according to now-shuttered government-run news agency Télam – severely damaging the ship, though the bridge remained intact. By contrast, in the Baltimore example, the water channel and bridge are wide and tall enough to accommodate large vessels – and the cargo ship hit the bridge pier, not the bridge itself, Andrawes said. But even these measures can only do so much in the event of a large cargo ship collision, Mercogliano said, pointing to the Baltimore collapse. “And even when the ship hit those dolphins, the ship was so large it towered over them and actually struck the bridge itself.

Such was the belief in the Titanic that safety regulations of the day were not updated to keep pace with the technology. The first version was adopted in 1914, in response to the Titanic disaster,” the International Maritime Organization (IMO) says on its website. Other SOLAS regulations linked back to the Titanic disaster include:Abandon ship drills – The Titanic captain had canceled one the day of the sinking. Lessons from TitanMaritime experts and historians have noted the Titan submersible operated outside of the regulations prompted by the Titanic disaster. The Titan submersible did not need to conform to safety regulations, since it operated in international waters.

The company also boasted of collaborations with reputable institutions that have since denied partnering with OceanGate on the submersible in question. The interior of OceanGate's Titan submersible is seen in 2018. It “hasn’t been used in a crewed submersible ever before,” he said in a video last year. OceanGate appears to have also overstated its relationships with two institutions widely respected for their innovation: Boeing and University of Washington. OceanGate had partnered with UW to create a different submersible before parting ways, the university said in a statement.

But for those willing to shell out, tourism and research company OceanGate Expeditions offered eight-day missions that allow customers to explore the Titanic more than 13,000 feet below the ocean’s surface using five-seat carbon fiber and titanium underwater vessels. OceanGate launched successful expeditions to the Titanic wreckage in 2021 and 2022. Geoffrey Kent, the founder of luxury travel company Abercrombie & Kent, has recently planned trips for clients including race car driving on ice in Finland and orangutan trekking in Borneo. OceanGate CEO Stockton Rush has also repeatedly claimed that existing submersible regulations needlessly prioritize passenger safety over commercial innovation. But it also hasn’t innovated or grown—because they have all these regulations,” Rush said in an interview that appeared in a June 2019 issue of Smithsonian Magazine.
